Marriage*He married Edith Bertha Woodley, daughter of William Woodley and Mary Louisa Steele, on 31 August 1940 at the home of Edith's parents at 1 Ridgeway Avenue, Ottawa, Ontario, Canada. About 35 guests attended; Betty Fraser (later the well-known Canadian sculptor Elizabeth Williamson) was maid of honor, and Al Fraser was best man. Edith described the particulars in a letter shortly before the wedding:
     Here are a few things about the wedding & reception. I am wearing a blue afternoon dress, street-length, navy hat & shoes, and a corsage. My bridesmaid, Betty Fraser, is wearing pale pink, a black hat & shoes and a corsage of blue flowers. Bro. Parkin of Toronto is going to marry us. A friend of mine with a grand soprano voice is going to sing "O Promise Me." One of our brethren, who is an excellent amateur photographer is doing the picture taking. Then the reception will begin at approximately four. The wedding is at three sharp. The menu consists of a jellied salad, thin bread & butter, tea & coffee, cookies, relish, (wrong order, as you'll see) and wedding cake & punch. You and two other girls will serve. There will be two ladies pouring, one tea & one coffee, a Mrs. Smith and Sister Laird. There will be a woman in the kitchen, making tea & coffee, unmoulding salads, cutting cake, washing cups & saucers, & so forth, and a neighbor girl friend helping her & keeping connection between the kitchen & table. It is a buffet service, of course.
     Howard and Edith became engaged while Edith was visiting the 1939 World's Fair, but a month after her return to Ottawa she was diagnosed with tuberculosis. She tried to break off the engagement, convinced that Howard's family would not want him marrying a "tubercular woman" and that they would undoubtedly have worries about possible children of the union. Howard refused (with encouragement from his family), and each month he drove from New Jersey to Ottawa to visit her in the sanitorium. Edith was released from the hospital in May, 1940, and the wedding was planned for August. A trousseua tea was held 22 August 1940, and a marriage license (# KK 6608, probably issued in Ottawa) was obtained. Because of her TB, Edith was not allowed in the U.S. until 1946 (when Howard returned from the war), so the couple planned to live in Canada. Following the wedding and a honeymoon at the Woodley family cottage at Blue Sea Lake in Quebec, Howard returned home to arrange his affairs and find employment in Canada. Presumeably Edith lived with her parents during the interim. He worked at Westinghouse in Newark, NJ, until he was hired as quartermaster for the RAF flying school in Chatham, New Brunswick, and in May, 1941, Howard emigrated to Canada and the couple moved to Chatham. In the summer of 1942 the school moved to Neepawa, Manitoba, and Howard and Edith moved there. In late 1943, Howard joined the U.S. Army and left for basic training. Edith returned to Ottawa to stay with her parents until the war was over, and during that time she took brief substitute teaching jobs.30,31,32,33,34,35,36,28,9,22,37,38

Military*He served in the U.S. Army between 1943 and 1946, primarily as a quartermaster. He enlisted 19 May 1943 in Rochester, New York and did his basic training at Tyler, Texas, then shipped overseas and joined the 3rd Infantry Division. He served first under General Patch (3rd Infantry Division under General Mike O'Daniels) going up through France, then under General Patton while in Salzburg, then the entire unit was sent to Bebra, Germany to commence occupation. After hostilities he was transferred to Depot 609, Ord. Am., outside of Soissons, France, where he stayed on to become staff sergeant in the Adjutant's office. After taking his discharge in France, he became a War Department civilian employee at the same depot and assumed the responsibilities of Adjutant, the War Department Civilian Administrative Assistant to the commanding officer of the depot (his ID card for the Adjutant General's Office, on which he is identified as a War Department Civilian Chief Clerk, is dated 20 Feb 1946). Completing a tour to Bremerhaven with Roscoe Bloss (his Paris counterpart), he stopped at Frankfurt USFET headquarters to see the Adj. General of the US Forces to deliver a letter from Colonel Pettee (Depot Commander). The letter resulted in an offer for a direct commission, which Howard turned down. He was advised that the commission was good at any U.S. Army regular army unit. He shipped home on U.S. Army transport and took about 20 days for the trip, stopping en route at Southampton. A receipt dated 25 September 1945 states in English and German that Pfc. Howard Bailey purchased an accordion for 400 marks. Edith Woodley Bailey stated she never knew anything about it, so it seems he didn't bring it home with him in 1946.10,48,49,50 
ResidenceAfter he returned from the war, Howard stayed with his parents, Howard Tucker Bailey and Margaret Chitty Bailey, at 145 Pershing Avenue, Nutley, Essex County, New Jersey, and Edith joined him there after she immigrated from Canada. She was allowed to immigrate despite her history of TB because of his status as a veteran.25,51,52 
Employment* Between 1946 and 1977 Howard was employed as a real estate appraiser and a second vice-president of the Mortgage Department at Fidelity Union Trust Company, 765 Broad Street, Newark, New Jersey.53,54,55,56 
Property Purchase*He and Edith purchased their first house, at 5 Franklin Avenue, Montclair, New Jersey, on 14 October 1947, for $11,550.00.57

AssociationHoward was associated with at least three camera groups in the 1950s and 1960s: the West Essex Camera Club (he was elected President after the family move to West Caldwell, NJ, in March, 1957); the Photographic Society of America; and the New Jersey Federation of Camera Clubs (1958). He won several awards for which there are extant copies. During the mid-1950's he was staff photographer for a magazine put out by the Fidelity Union Trust Company, Newark, NJ. One photograph, entitled "Lonesome Seaside", was reprinted in the March 14, 1959 edition of the (New York) World-Telegram and Sun Feature Magazine Section, p. 12, accompanying an article on the West Essex Camera Club. On 6 June 1958, Howard signed a notarized statement that he was running a professional photography business under the name B. & W. Photo Service, at the 11 Richard Avenue address in West Caldwell, NJ.59,60,61,62,63 
Son*Howard and Edith's son son Howard Woodley (called Ward) was born on 17 August 1950 at Newark, New Jersey. On August 31st, Howard's father died suddenly, and within days his mother, Margaret Chitty Bailey, moved to live with the family. 
Property Sale* In March 1957 Howard and Edith sold the house at 5 Franklin Avenue to James A. and Catherine Firebrace.64 
Property PurchaseOn 4 March 1957, Howard and Edith purchased their second home, at 11 Richard Avenue, West Caldwell, Essex County, New Jersey, from John and Annette Nodzak. The mortgage of $11,500, at 5.5%, was fully paid on 27 September 1973, almost 9 years early.65,66,67,68

The company was based in an office at the family home at 11 Richard Avenue. During this time he also taught many courses for the SREA and AIREA on real estate appraising. Helby consulted extensively for the appraisal firm Krauser, Welsh, Sorich & Cirz, aka Krauser, Welsh & Cirz and other variants (Morristown, NJ area), and did many appraisals for Monarch Federal Savings and Loan Association. Other entities for which Helby did work over the years: United Jersey Banks; Riker, Danzig, Scherer & Hyland; Relocation Realty Service Corporation (NYC), 1st National State Bank (Millburn), Fidelity Union Bank (Newark), and numerous attorneys, realtors, individuals and estates. Most work was done in New Jersey, but there were also jobs in Texas and other areas. Howard served for a number of years as a Director of the Monarch Savings Bank and by 1993 was Director Emeritus. From 1956-1981 he was a New Jersey notary public.54,72,58,73,9,74,75,18 
Association*He was a member of various organizations for real estate appraisers and realtors for several decades, most ending a year or two before his death. These included:
(1) The American Institute of Real Estate Appraisers, of which he was New Jersey Chapter Past President at the time of his death. Designation: MAI (Member of the Appraisal Institute). In 1978, he was Treasurer; 1979, 2nd VP; 1980, 1st VP, and in 1981 he served as President. In 1990 he was awarded a Certificate of Appreciation Plaque. In early 1991 he wrote that he was still active in the Appraisal Institute.
(2) The Society of Real Estate Appraisers (he also taught various courses for the Society for both beginning and advanced appraisers). Designation: SRPA (Senior Real Property Appraiser).

NoteHad blue gray eyes, with blonde hair early in life and brown hair later, height 5' 10". His IQ was tested by the U.S. Army as being 140. On his Army Personnel Placement Questionnaire, he stated that he was captain of the Lion's Club Bowling Team, had 5 years football (high school and semi-pro) and liked to play baseball and bowl ten pins and five pins as well as swim. In the late 1970s he held a citizens' radio station license, call sign KQY 6681. Howard traveled to Israel 2-3 times with wife Edith. At least once they hired a private Israeli driver named Roy Brody to take them to places not usually on tour itineraries. On one of their trips, Edith and Howard rode camels up Mt. Sinai in order to watch the sunrise. Howard had an "I saw the sunrise from Mt Sinai" tee-shirt.48,89,90
